Electrical Safety Obligations for Victorian Landlords
Under the Residential Tenancies Act 1997 and the Residential Tenancies Regulations 2021, Victorian landlords must ensure rental properties meet minimum safety standards. Electrical safety is one of the most important — and most commonly overlooked — areas of compliance.
1. Smoke Alarm Compliance
Victorian law requires smoke alarms to be installed and working in every rental property. As of 2026, the requirements are stricter than ever:
- Type: All smoke alarms must be photoelectric. Ionisation alarms no longer meet the standard and must be replaced.
- Placement: Smoke alarms must be installed on every level of the property, including hallways leading to bedrooms and in any room where a person sleeps.
- Testing: Landlords must ensure smoke alarms are tested at least once every 12 months.
- Maintenance: Malfunctioning smoke alarms are classified as urgent repairs under the Residential Tenancies Act, meaning landlords must arrange repair or replacement within 24 hours of being notified.
- Interconnection: For new installations or when upgrading, interconnected smoke alarms (where triggering one activates all alarms) are now best practice and increasingly expected.

2. Safety Switches (RCDs)
While Victoria doesn’t currently mandate safety switches in all existing rental properties (as Queensland does), safety switches are legally required on all new circuits and when a switchboard is upgraded. More importantly, failing to install safety switches when you know the property lacks them creates significant liability risk.
If a tenant is electrocuted in a property without safety switches, and the landlord was aware of the deficiency, the legal and insurance consequences can be severe. We strongly recommend all rental properties have safety switches fitted to all circuits — not just power circuits.
3. Electrical Safety Checks and Condition Reports
Victorian rental regulations require landlords to maintain the property in good repair, including all electrical installations. While there is no mandatory periodic electrical inspection requirement in Victoria (unlike gas safety checks), landlords have a general duty of care to ensure the property is safe.
We recommend an electrical safety inspection at least every 5 years for rental properties, and whenever there is a change of tenancy. This inspection covers the condition of the switchboard, wiring, power points, light switches, smoke alarms, and any fixed appliances.
4. Certificate of Electrical Safety
Any prescribed electrical work carried out on a rental property must be accompanied by a Certificate of Electrical Safety. This is a legal requirement under the Electricity Safety Act 1998. The certificate confirms the work was carried out by a licensed electrician and meets the requirements of AS/NZS 3000 (the Australian Wiring Rules).
As a landlord or property manager, you should keep copies of all Certificates of Electrical Safety for work done on the property. These may be requested by your insurer in the event of a claim, or by Energy Safe Victoria if there is an investigation.
5. Urgent Repairs — Electrical
Under the Residential Tenancies Act, certain electrical issues are classified as urgent repairs that must be addressed within 24 hours:
- A fault or breakdown in the gas, electricity, or water supply to the property
- A fault or breakdown in any essential service (including the hot water system, heating, and cooking facilities)
- A fault or breakdown in the smoke alarms
- Any fault that makes the property unsafe or insecure
If a tenant reports a complete power outage, a tripping safety switch, sparking outlets, or malfunctioning smoke alarms, these are urgent repair situations requiring immediate action. Having a trusted electrician you can call on short notice is essential for property managers.
Common Electrical Issues in Melbourne Rental Properties
Outdated Switchboards
Many older Melbourne rental properties — particularly in the inner suburbs — still have original ceramic fuse switchboards from the 1950s–1970s. These switchboards provide minimal protection against electrical faults and are a liability risk for landlords. A switchboard upgrade ($1,500 – $3,000) is one of the best investments a landlord can make in tenant safety and asset protection.
Deteriorating Wiring
Properties built before 1980 may have rubber-insulated or TPS wiring that has deteriorated over time. Insufficient Power Points
