A safety switch is the single most important protective device in your home’s electrical system. It is the difference between a brief power interruption and a potentially fatal electric shock. Yet many Melbourne homes, particularly those built before the 1990s, either lack adequate safety switch protection or have outdated devices that no longer meet current standards.

What Is an RCD (Safety Switch)?
An RCD, or Residual Current Device, is an electrical safety device installed in your switchboard. It continuously monitors the electrical current flowing through a circuit. Under normal conditions, the current flowing out through the active conductor and returning through the neutral conductor should be equal. If the RCD detects even a small imbalance (as little as 30 milliamps), it trips the circuit within 30 milliseconds, cutting the power before the current can cause a fatal shock.
That 30-millisecond response time is critical. The human heart can be sent into fibrillation by a current of just 30mA sustained for a fraction of a second. An RCD is designed to react faster than the current can do serious harm.
RCD vs Circuit Breaker: They Are Not the Same Thing
This is one of the most common misconceptions we encounter. A circuit breaker protects against overload and short circuits. If you run too many appliances on one circuit, or a fault causes a short, the circuit breaker trips to prevent the wiring from overheating and starting a fire. It does not protect you from electric shock.
A safety switch (RCD) protects against earth leakage, which is the scenario where current flows through your body to earth rather than through the intended circuit path. This is what happens when you touch a live wire, a faulty appliance, or a damaged cable.
You need both. A circuit breaker without an RCD protects your property but not your life. An RCD without a circuit breaker protects your life but may not prevent a fire from an overloaded circuit. Modern switchboards use both, often combined into a single device called an RCBO (Residual Current Circuit Breaker with Overcurrent protection).
Legal Requirements in Victoria
Owner-Occupied Homes
For owner-occupied homes, the requirements depend on when the home was built and whether any electrical work has been done:
Homes built or rewired after 1991: Should already have at least one RCD protecting all power point circuits. This was a requirement under AS/NZS 3000 at the time of construction.
Homes built before 1991 with no electrical upgrades: There is no blanket legal requirement to retrofit RCDs to owner-occupied homes. However, Energy Safe Victoria strongly recommends that every home have RCD protection on all circuits. If you have an old ceramic fuse board with no safety switches, your home has zero protection against earth leakage faults.
Any new electrical work: Whenever electrical work is performed on your home (adding circuits, upgrading the switchboard, rewiring), the new work must comply with the current edition of AS/NZS 3000. This means RCD protection must be provided for the new circuits at minimum, and in many cases, the entire switchboard is brought up to current standards.
Rental Properties
The rules for rental properties are significantly stricter. Under the Residential Tenancies Regulations 2021, all Victorian rental properties must have at least two RCDs installed: one protecting the power point circuits and one protecting the lighting circuits. This requirement took effect on 29 March 2023.
Additionally, rental properties must undergo an electrical safety check every two years by a licensed electrician. The RCDs are tested as part of this inspection. If your rental property does not have adequate RCD protection, you are not compliant, and your electrician will flag this during the safety check.
Types of RCDs
There are several types of RCDs, and understanding the differences helps you make informed decisions about your switchboard.
Switchboard-Mounted RCDs
These are installed in your switchboard and protect one or more circuits. They are the most common type in Australian homes and the type required by regulations. A single RCD can protect multiple circuits, though best practice is to split protection across at least two RCDs so that a trip on one does not take out all power in the home.
RCBOs (Combination Devices)
An RCBO combines an RCD and a circuit breaker in a single device. Each circuit gets its own combined protection. The advantage is that if one circuit trips, it does not affect any other circuit. The disadvantage is cost: RCBOs are more expensive per circuit than a single RCD protecting multiple circuits. For new switchboard installations and full upgrades, RCBOs are increasingly the preferred option because they offer the most precise fault isolation.
Portable RCDs
These plug into a standard power point and provide RCD protection for whatever is plugged into them. They are a temporary solution for homes without switchboard-mounted RCDs and are commonly used on construction sites. They are not a substitute for a properly installed switchboard RCD, but they provide some protection if you are renting a home with inadequate switchboard protection and cannot compel the landlord to upgrade immediately.
How to Test Your Safety Switch
Every RCD has a test button on its face, usually marked “T” or “Test.” Pressing this button simulates an earth leakage fault. The RCD should trip immediately. If it does not trip when you press the test button, the device has failed and must be replaced by a licensed electrician as soon as possible.
Testing Schedule
Energy Safe Victoria recommends testing your RCDs every three months. The process takes less than a minute:
- Open your switchboard.
- Press the test button on each RCD or RCBO. The switch should flick to the off position immediately.
- Reset each device by flicking the switch back to on.
- Check that power has been restored to the circuits it protects.
If an RCD fails the push-button test, do not ignore it. The device is your last line of defence against electric shock, and a failed test means that defence is not working. Call a licensed electrician to investigate and replace the faulty device.
Why Safety Switches Trip
If your safety switch keeps tripping, it is doing its job. The RCD is detecting a fault and cutting the power to protect you. Common causes include a faulty appliance (the most frequent cause), where an appliance with damaged wiring or a failing motor leaks current to earth. Damaged wiring, particularly in older Melbourne homes where wiring may have deteriorated insulation, is another common cause. Water ingress from rain entering an outdoor power point or junction box, or a flooded subfloor affecting under-floor wiring, can also cause tripping. Overloaded circuits, while primarily a circuit breaker issue, can sometimes cause RCD trips if the overload creates heat that degrades insulation and causes earth leakage.
