What We Inspect and Maintain

Essential Safety Measures are the fire and life safety systems that building owners and occupiers are legally required to maintain under the Building Act 1993 and Building Regulations 2018 in Victoria. We handle the electrical components of your ESM obligations.

Exit and Emergency Lighting

Six-monthly testing of all exit and emergency lighting to AS 2293.2. This includes function testing, discharge testing of battery backup units for the required 90-minute duration, lamp and diffuser condition checks, and illumination level verification along paths of travel.

Fire Detection and Alarm Systems

Annual inspection and testing of fire indicator panels, smoke detectors, heat detectors, and manual call points. We check zone mapping, alarm signal transmission to the fire brigade, and battery backup for the fire panel. All testing follows AS 1851 requirements.

Electrical Switchboard and Safety Switches

Inspection and testing of switchboards, circuit protection, and RCD safety switches within the ESM scope. We verify trip times, check for physical damage, ensure labelling is accurate, and confirm that all circuits are appropriately protected.

Mechanical Ventilation and Smoke Exhaust

Electrical testing of smoke exhaust fan circuits, automatic damper controls, and stairwell pressurisation systems. We verify that the electrical supply and control wiring to these systems operates correctly and that backup power (where installed) engages as designed.

How ESM Compliance Works

Annual Statement

Building owners must lodge an Annual Essential Safety Measures Report with their local council, confirming that all safety measures have been inspected, tested, and maintained according to the applicable Australian Standards.

Maintenance Schedule

Who Needs ESM Compliance

Essential Safety Measures obligations apply to any building with an occupancy permit or building permit issued since 1994 that includes fire or life safety provisions. This covers commercial offices, retail premises, warehouses, apartment buildings, aged care facilities, hotels, and public buildings.

What happens if ESM inspections are not completed?

How often does emergency lighting need testing?

AS 2293.2 requires a six-monthly discharge test where battery-backed emergency lights must run for a minimum of 90 minutes. We also perform interim function tests and visual inspections to catch issues between the full discharge tests.
