What is a Certificate of Electrical Safety?

A Certificate of Electrical Safety (CES) is a legal document issued by a licensed electrician after completing prescribed electrical work. It confirms that the work has been carried out in accordance with the Electricity Safety Act 1998 and relevant Australian Standards. In Victoria, electricians are required by law to issue a certificate for all prescribed work and lodge it with Energy Safe Victoria.

When is a Certificate Required?

A CES is required for all prescribed electrical installation work. This includes new installations, alterations to existing wiring, switchboard upgrades, safety switch installations, rewiring, and most other work that modifies an electrical installation. Simple like-for-like replacements (such as swapping a light fitting of the same type) may be exempt.

What Does the Certificate Cover?

The certificate documents the type of work performed, the location, the testing results, and the electrician’s licence details. It serves as proof that the work was completed by a licensed professional and meets current standards. It is a record you should keep with your property documents.

Electronic Lodgement with Energy Safe Victoria

We lodge all certificates electronically with Energy Safe Victoria (ESV). This means your certificate is on record with the regulator and can be retrieved if needed. Electronic lodgement also enables ESV to audit electrical work across Victoria to maintain safety standards.

Why Certificates Matter for Property Owners

Certificates provide protection. For homeowners, they prove your electrical work is safe and compliant. For landlords, they demonstrate duty of care to tenants. For property sales, they provide documentation of work history. For insurance claims, they prove work was done by a licensed professional. Missing certificates can complicate all of these scenarios.

Every prescribed job we complete includes a Certificate of Electrical Safety as standard. It is not an add-on or optional extra. It is how professional electrical work should be documented.

Types of Certificates

Non-Prescribed Work

Some simple work (like replacing a light switch or power point with one of the same type) is classified as non-prescribed. While a full CES is not required, we still ensure compliance and can provide documentation of work completed on request.

Prescribed Work (Standard)

Most electrical work is prescribed and requires a CES. This covers new circuits, switchboard work, cable alterations, and new installations. A certificate must be issued within the prescribed timeframe and lodged with ESV.

Periodic Verification

For properties requiring regular safety inspections (such as rental properties or commercial premises), we provide comprehensive testing and reporting that documents the condition of the electrical installation.

The Legal Framework in Victoria

Under the Electricity Safety Act 1998 and the Electricity Safety (Installations) Regulations, licensed electricians in Victoria must issue a Certificate of Electrical Safety for all prescribed electrical installation work. The certificate must be lodged with Energy Safe Victoria, and a copy must be given to the person who ordered the work.

Failure to issue a certificate is a breach of the law for the electrician. For property owners, not having certificates can create problems with insurance claims, property sales, and rental compliance. If you have had electrical work done and were not given a certificate, the electrician has not completed their legal obligation.

We take this seriously. Every prescribed job we complete is documented with a certificate, lodged electronically, and a copy provided to you. It is a fundamental part of how we operate.

Certificate of Electrical Safety FAQs

Do I get a certificate for every job?

For all prescribed electrical work, yes. Some minor non-prescribed work (like replacing a fitting with an identical type) does not legally require a certificate, but we always document our work and can provide records on request.

How do I get a copy of my certificate?

We provide a copy directly after the work is completed. Certificates are also lodged with Energy Safe Victoria and can be looked up through their online portal if you need a replacement copy.

Do I need certificates when selling my home?

While not strictly required for settlement in all cases, having certificates for recent electrical work provides buyers with confidence and can be requested during due diligence. It is good practice to keep all certificates with your property documents.

What if my previous electrician did not provide a certificate?

You can contact Energy Safe Victoria to check if a certificate was lodged. If it was not, the electrician has not met their legal obligation. We can inspect the work and issue our own documentation after testing and verification.

Are certificates required for rental properties?

Yes. Landlords have a legal duty to ensure their property’s electrical installation is safe. Certificates document that prescribed work has been done compliantly. See our landlord electrical safety service for more information.
